I would think something like a Ld test when charged could give the defender the choice of a 'stand and shoot' (extra missile attack on charging unit) or 'brace for impact' (stow the bow and unsling the shield for an improved Sv). *several of these units (certainly Bugman's Dwarf Rangers, the Bowmen of Oreon, Harboth's Orc Archers, as far as I know none of the others) were equipped with bows, hand weapons and shields, and could choose which to use. They could however be thought of as Orcs or Goblins they are also one of the few units that would actually count as 'mercenaries', along with Golgfag's Ogres, for example, and could thus potentially be found serving in an Empire army. Note that the profile for Half-Orcs was most similar to Hobgoblins in IInd Ed, so I have listed them as if they are Hobgoblins.
